A Day At Indian Embassy- 16th February 2016

 Today I went to embassy of India at Nepal to submit my application for ITEC scholarship.I didn't know the exact place where embassy lies at Kathmandu, so I went with my colleague Mr. Sandeep Aryal, who had been there a week before. We leave for embassy at 11 AM from Singhdurwar Kathmandu and reached there at 11:30. It is very tight security check at threshold of Embassy. We were checked whole body with scanner and make to entry our records in more then two registers. Then we entered into the embassy compound, it looks like mini India,as all speak Hindi and all men are form India. We directly went to Education wing and asked to receptionists. He directed us towards a officer or may be assistant to officer, a old men sitting in-front of computer tables. I show him my application form. He corrected it and found so many missing documents. He told me that first I should full fill all required document and then again come to there. I became so offset and directly come back to my office with tiredness. Now I have to prepare missing document. It will be difficult time for me this coming week.

Lets hope I will be selected for ITEC scholarship to study a short course on Computer Networking at Bangalore, India.

Nepalese Bureaucracy at Singh Durwar Kathmandu



Bureaucracy is a government mechanism to perform the necessary action to implement, monitor and regulate the government rules and policy. It is slower in comparison to other mechanism implemented in private organization. Bureaucrats are responsible for the overall implementation of budget and program of Government. It is also known as permanent government as it never phase out as like political leader change time to time.
The Bureaucracy at any nation is somehow slow but in case of Nepal it is not only slow but also paralyzed. It never try to correct its faults and every one in this system wants to play with rules and modify it in their favor.

Singh durwar , Kathmandu is a central office of government of Nepal. It consists of 28 ministry (recently 4 ministry has been added by OLI government. Here a letter form one office to another office reaches after 7 or more days but the actual distance between two office is no more than 100 meters. The government officer never wants to use information tools for the management of such correspondence.They are happy with such lingering so that they can be able to show they are Superimo and they want to show to customer that they have complete the customer task/request.

Today, I went to Ministry of Finance to collect a letter for my nomination to ITEC training in India. I asked to officer at foreign aid section for the same. He didn't response me at first time, leter I again asked him and then only he told me "do you have any work". I simply told that I need a letter of my nomination. He then searched my file form file cabinet with heavy hand. He looked at file and said that I need to show a official letter form Indian embassy. Now it has been already three day I have submitted my application to Ministry of Finance. But they now telling me about missing documents. Then I rushed to my office and bring that letter and submit it and wait in his cabin. Now he agian didn't respose me untill an hour. Now I loss my patitions and asked him agian what should I do, should I wait or leave his office. Now he told me to leave today and come tommarow. He didn't assure me that he will give me letter tomarrow, he said probably the letter will be ready by tommarow.
I thought that it is my nation where a letter takes more than a week to be prepared then how long it will take to develop nation and to become developed nations.
Its all for today. Thank good You always save my nation, otherwise these Bureaucrats and politician had been sold my nation for their shake of life.
